The constitution of The CONSORTIUM

Preamble:

In order to form a more perfect Player Association (PA), to establish, support, and defend its members and their interest in personal development, to keep safe and protect its members from harm where possible, to enable the pursuit of wealth and influence throughout the Galaxy, and to promote the virtue of role-play, The CONSORTIUM, through and by its members do adopt this Constitution of the CONSORTIUM as the binding and final authority on all members.

Article I: Neutrality

• A) The CONSORTIUM will NEVER declare war, or accept a mutual declaration of war, from any other PA or faction.

• B) The CONSORTIUM, as a unified body, will be of Neutral Faction.

Article II: Support of Professions

• A) The CONSORTIUM will provide for the defense and safety of members where possible.

• B) The CONSORTIUM will provide technological assistance, financial support, and such other support as circumstances warrant for its members.

Article III: Organization

• A) The office of Chief Executive Officer is hereby created and recognized as the final authority on all matters relating to The CONSORTIUM and to this Constitution with the exception that the CEO may not interfere or obstruct a properly instituted referendum.

• i) The CEO is empowered to create Departments for the purpose of delegating executive powers. The CEO may at any time appoint and/or replace members to unfilled posts within those Departments.

• ii) The CEO shall maintain a list of current members of The CONSORTIUM subject to whatever criteria the CEO deems appropriate.

• iii) The CEO is specifically empowered to initiate, pursue, and sustain any and all contacts with other PAs, prospective members, or any other organization or person, at the CEO’s complete discretion.

• B) The Executive Controlling Committee (ECC) is hereby created as a legislative and executive body entrusted with maintaining the ideals of The CONSORTIUM Vision and Code of Conduct.

• i) Membership in the ECC is limited to the CEO, the leaders of Departments formed under Article III, section A, subsection a, of this Constitution and to such Executive posts as the CEO may deem appropriate.

• C) The position of CEO shall be filled by a general election no less often than every (six) months.

• i) Any active member of The CONSORTIUM may run for any office.

• ii) There is no limitation on the maximum number of terms a CEO may serve.

• iii) The CEO may be recalled for cause by a simple majority vote of all active members.

Article IV: Amendment

• A) Amendment to this Constitution is limited to passage of a Referendum approved by both the ECC and a vote of all active members of The CONSORTIUM pursuant to the provisions of this Article.

• B) A Referendum may be proposed by any member in good standing of The CONSORTIUM by the posting of the text of such Referendum in the Elections Forum. Such referenda are then subject to free and open debate within that forum.

• C) A Referendum is deemed passed by the ECC when the CEO submits an official version of that Referendum for a 7-day vote by all active members of The CONSORTIUM in the Elections Forum.

• D) The ECC may reject a proposed Referendum which is contrary to the ideals of the CONSORTIUM.

• E) A Referendum is deemed to have been passed when a three-quarter majority of all active members vote in favor of the Referendum, at which point it shall become incorporated into this Constitution.
